Until spedfic designs are retlned It fs too diificult to
determine the atfect one improvement will have on the need for others.
4. Arterial street costs for 1980 are estimated to be $200 per linear foot
3ncluding traffic control. As you are probably aware, costs assessed through the
L.I.D. procedure are spread according to a method established by the City Council
after public hearing. Available methods include by square foot, by front foot, by
trafflc generatlon, by 'zone termini;' or by other acceptable method or a
combinatlon thereof. From an administrative standpolnt, trafilc generation is a
method that seems reasonable and equltable.
S. Time irame estimates on the formation of :he respective L.I.D.'s is as
follows:
a. South Broadway= 6-!8 months.
b. North-south access at such time as the P.U.D.
terminates an easement to the Everett Mall, or at such time as the
City Engineer deems that access as necessary to the trafiic needs of
the area. A"ball park" estimate would be 3- 10 years.
c. 7th Avenue: 3- 10 years.
d. Bruskrud: 5- 20 years.
e. 100th Streets 3-!0 years.
1 have enclosed for your review, a draft copy of a power of attorney wfth a blank
for Insertion of the respective L.I.D.'s which is acceptable ta me.
