To Walt Cooper, Fire Marshal, Fire Dept.
..^l" Lloyd E. Henning, City Engineer
DA TI May 11, 1978
b "II CT Proposed Development by Cronin Hones,
Casino Road
6L4 A c t,
A
CITY OF EVERETT. EVERETT. WA{wifl OTOH
Refer to Revised Ordinunce No. 493-78 dealing with fire hydrants.
Para. "K" requires that any building (apartment) constructed within the City must
have a fire hydrant within 200 feet of the building.
Para. "0" dealing with special requirements states that fire hydrants shall be a
minimum of fifty feet ,.way from the building.
Para. "Q" stipulates that the Fire Marshal shall establish fire flow requirements.
This, of course, means that the Fire Marshal may also specify the number and
location of fire hydrants.
The Water Department advises that the mains pressure in this area is 44 psi.
An adequate flow for fire purposes .is available from the 16 inch diameter main
if a sufficient number of hydrants are installed.
It appears that the proposed building could not he constructed if the requirements
of the ordinance dealing with fire hydrants are adhered to.
Casino Road, west of Lvergreen Way, is presently developing with apartment
complexes and I am aware of at least four developmental projects which are
under consideration.
It would, therefore, be desirable to elucidate the fire hydrant requirement
for the Cronin Development and this would set a precedent for other developmental
projects in this area. It would be as well to consider hydrant requirements for
developmental projects in areas where the existing City mains do not provide a
flow equal to the fire flow requirements.
The following recommendations may have some merit:
1. The primary requirement for fire hydrant installation be that a fire
hydrant be available within the public ROW at a distance of not more
than 200 lineal feet from that part of the main building, closest to
the ROW.
2. Fire hydrants installed on private property shall be located not less
than 50 feet from any existing or proposed building or buildings.
3. When it is not feasible or practical to install a fire hydrant on
private property in accordance with the distance and clearance
requirements of the ordinance, the fire flow requirements shall be met
from fire hydrants installed in the Public ROW.
Acceptance of these recommendations would allow approval of Mr. Cronin's proposal
to install the fire hydrant or hydrants within the ROW limits of Casino Road.
LEHtJOtCtis/S3
