Board of lustment <br />September 8, 1986 <br />Page 7 <br />Variance Requested: Variance from E.N.C. 19.40.020 Off -Street Parking, to <br />allow the church to lease 35 off-street parking spaces <br />to Group Healti:, which is located across Casino Road from the <br />Church, thereby reducing the Church off-street parking from <br />approximately 77 spaces to 42. Code requires 100. <br />Pearl Maddy summarized the staff report (see Variance File No. 35-86) and <br />presented viewfoils of the property. In response to a question from Everett <br />Miller, Pearl stated that the staff had not addressed the issue of pedestrians <br />crossing Casino Road in this report. <br />Pastor Doug Stave of 13204 2nd Ave. S.E. spoke on behalf of Temple Baptist <br />Church. He stated that when Group Health had originally approached the Church <br />regarding leasing parking, the Church considered this an opportunity to be a <br />good neighbor. Additionally, vastor Stave recommended to the governing board of <br />the Church that any excess funds generated from the leased parking should be <br />placed in a special fund to maintain and improve the parking in the future. The <br />Church plans to add new parking spaces as needed, one good outcome of this <br />request is that the Church his identified 20 additional parking spaces in their <br />upper parking lot which they didn't realize were available due to the fact that <br />the area is not striped. In response to a question from Ross Hoagland, Pastor <br />Stave indicated that the Church is not leasing parking space to anyone else. <br />Again, in response to a question from Ross Hoagland,Pastor Stave stated that he <br />was not aware of the fact that, by leasing a portion of *.heir property for <br />income, the Church's property would go on the tax roles. Tf that wives to be <br />correct, it was his estimation that Us revenue generated from leasing would <br />probably amoun� to only about one -tenth of the taxes that would be generated, <br />and the Church would have to tyke this into consideration. In response to a <br />questicn frrnn Everett Miller, Pastor Stave said that the length of the lease <br />would be mutuaiay perpetual and that either party could cancel with a six-month <br />notification. Finally, Pastor Stave reported that, if he need should arise for <br />more parking, the Church would be able to add another 40 spaces in the permanent <br />easement from Kindercare abutting their property on the west side. <br />Philip Giuntoli spoke on behalf of Group Health Cooperative, 300 Elliott Ave. W., <br />Seattle, Wa 98119. Mr. Giuntoli serves as Manager of the Capital Project <br />Development for Group Health. He stated that Group Health had previously <br />explored with the Public Works and Planning Department staff what the City would <br />raquire in terms of a pedestrian crossing if Group Health were to enter into <br />this kind of an arrangement with the Church, and the recommendation was that <br />they not do anything with respect to a crosswalk. <br />In response to an observation by Everett Miller that the Board needs to be <br />cnncarned about public safety, Pearl Maddy stated that the City's traffic <br />engineer feels that crosswalk- are more dangerous than not having a crosswalk, <br />that there are more pedestria.. accidents in crosswalks than in other places; <br />therefore, he did not recommend the construction of a crosswalk area. Er-rett <br />Miller suggested a stop sign or overpass of some kind might be appropriate. In <br />any case, he felt the City was not addressing the question of public safety very <br />effectively and that some provision must be made foi this. If no crossing area <br />is provided then the users of the parking lot would have to go to the nearest <br />traffic light which is several blocks away because there is no intersection <br />nearby. People in effect would be forced to cross the street illegally. <br />
