The Applicant requested approval of a Special Property Use Permit for <br /> the conatruction of an ele�nentary school complex, including a two <br /> story, 52,000 square Eoot el�nentary school to be located on the south <br /> side of Casino Road Weat, 300 feet east of Hazdeson Road/Sth Avenue <br /> West, EVerett, Washington. Contained in the complex will be 26 <br /> classrooms, a canputer laboratory station, two learning support center <br /> stations, s Eaculty room and a multi-purpose buildiny. Twe playfields <br /> will be provided on the southeastern portion of the site. In addition, <br /> surface Farking will be provided for staff and visitors. A fire lane <br /> and bus loading area will be developed on-site. (ataff reportl <br /> 2. Tlie subject property is a 19.1 acre tcact of land zoned R-3, Multiple <br /> Fmnily Low Density Zone. It has a Oompcehensive Plan designation of. <br /> Multiple-Family with 15 to 25 dwelling units per groes acre. (staff <br /> report) <br /> 3. Located within the 19.1 accea are two wetland/peat bogs and a portion <br /> of Merrill and Ring Creek. It is the intent of the Applicant to <br /> excavate and fiil the smaller of the two wetland peat bogs and to pipe <br /> the streatn channel. The excav�tion and fill will provide space for <br /> buildings znd oarking. 'lhe other peat bog, over three acres in size, <br /> is located on the west side of the subject property and will be <br /> preserved in its natural state. Pursuant to the EVerett Municipal Code, Section 19.58.010(C)1, a achool <br /> is required to be conaidered under the EVerett Zoning Code undec the <br /> criteria of review of Special Property Use Permits. Zfiese critetia are <br /> set forth in FMC 19.58.010(e) (1-3) . 'Ihey include: <br /> A. 4rie proposed use must be reasonably compatible with other uses <br /> and potential uses within the general area in which the use is <br /> proposed to be locatedi <br /> e. 'Ifie use must not have a serious adverse effect on the ecoloqy <br /> and/or environment of the conenunity; and, <br /> C.
