A "construcaon mana¢ement plan" must be reviewed ar.d approved by the <br /> City prior to the issusnce of each permit allowing consuucrion of any <br /> facilities located within SO feet of an environmentally sensiave arca (steep <br /> slope; stresm: wedand' landslide harard azea; etc.). 'i'he conswction <br /> managemmt plan will include the following minimum measures as approved <br /> by the Ciry: <br /> (1) Specific erosion controls to be implemented prior to authorizing any <br /> construction acdvities which will impact an environmentally sensidve area <br /> as defined by the City's envi�onmentally unsiave area regulation. <br /> For any facilities adjacent to erosion ha�ard areas �:oe Fels F�g. �.za), the <br /> conswcdon management plan must address all mitigadon measures <br /> identified in the DEIS Appendix A, Section 4.Id. <br /> (2) Seawnal conswction limitations on conswction immediately adjacent to <br /> or within an environmentally sensitive area, as detcrmmed appropriate by <br /> the City. <br /> (3) [mplemrntation of best management practices to control erosion both <br /> during and after conswcrion, including compiiance wich the Ciry of <br /> Everett's design and consttuction standards (temporary sedimmtadon <br /> ponds, silt fences, hay bala, raeeding expoxd earth whete no <br /> constiuction within 30 days, etc.) <br /> (4) A consWcdon fence must be piaced at the outside limiu of the <br /> conswction site, unless spacific waiver is granted by the City. <br /> b. A geotechnical report must be tevitwed and approved by the City which <br /> idendfia all faciltda which are propoxd to be located on aceas which <br /> contain potentially moisture sensidve soils. <br /> The following minimum midgation requirements must be met for all <br /> earthworr for facUities on moisturo sensitive soils: <br /> (1) Limit site disturbance by using traciced equipment, where possible, within <br /> the excavation area. <br /> (2) Remove standing surface water from the excavation area. <br /> (3) Use surface erosion measures in areas in which surface wamr is <br /> andcipated to drain from the excavation area.
