Boeing proposes to hydroseed the areas to
encourage reestablishment of vegetation. 7lie area on Boeing lands will be fenced to
exclude vehicles. Boeing will cooperate with other owners in fencing their properties, but
will not bear the costs of fencing ocher ownership.
r
'Ihe outlined actions result in providing access for anadromous Csh into up to about
, 7,9001ineal feet of stream habitat suitable for who salmon and cutthroat trout. The exact
; length of channel available above Seaway Boulevard may vary depending on tlow in the
channel (see action 9 above).Approximately 1200 fcet of the 7900 foot reach presently hosts
fish. Considering the 6700 foot :ecion tnat presently does not contain fish, the pro+osed
actions provide nearly twice the length of the potential habitat that will be lost due to the
proposed action. Further, the width and flows in Powder 1till Gulch Creek average much
greater than in the impacted channels, therefore even greater mitigation is being provided
than indicated by the comparison of stream length.
 PERFORIIANCE STANDARDS
In the Wetland Pond, fish must be present. The intent is to have a population of
cutthroat trout that is maintained by artiCcial means (stocking). if trout can not survive on
a yeur•round basis, other species will be considcr for the pond after consultation with WDW.
For Powder Mill Gulch Creek, the stream must provide hahitat for fishes. A selt-
sustaining run of anadromous sh is desired, howeo:, this is too high of a performance
standard when mitigating for potentiai habitat that s not row occupied, and considering the
uncertainry of establishing runs that may be subjected to intensive sheries that are beyond
the control of the project proponent. Therefore, the performance standard is that the
stream must be capable of producing coho smolts and cutthroat trout in a substantial
portion of iu length. This performance standard allows articial stocking to maintain the
 populatior, if required.
MONITORINC PROGRAt
1 The Wetland Pond will be sampled by an appropriate technique to ascercain whether
cutthroat trout aze surviving. Annual surveys will be conducted during the early fall for five
years. At the end of this period a decision will be made regarding the suitabiliry of the
habitat. The fve year period is intended to allow evaluation over several summers to factor
in climatic variability into the decision. If failure is indicated prior to the end of the five
tyeaz period contingency actions may be implemented.
In Powder Mill Gulch Cr-ek, electrofishing will be conducted in reaches spaced
1 throughout the stream during late summer and late winter.
