1
determine if fish are surving and to ascertain the temporal and spatial pattern of habitat
use by salmonids. Based on this data, a conclusion regarding the production of coho salmon
smolts and the survivai of cutthroat trout can be mde. Also, spawner surveys will be
conducted each fall to determine if adult coho salmon are returninE to the creek. The
spawner surveys will begin three years after the first plant of coho salmon occurs.
1 Electrofishing results, rather than spawner surveys, will be used to detcrmine whether adult
sea-run cutthroat trout are establishing themselves in the streams.
' CONTINCENCS' PLAN
As stated in the performance standards section, if cutthroat trout are found to be
unsuitable for the 1Vetland Pond, then Boeing will work with VD1V to identify and
introduce an alternate fish species.
For Powder Mill Gulch Creek, stocking of coho salmon and cOtthroat trout will be
conducted if a self-sustaining run of these species cannot be establithed. ]f the performance
standard is not met (production of coho salmon smolts and cutthroat trot), Roeing will
under:ake appropriate studies to identify the cause of thc failurc and wil implement
corrective actions as necessary.
h11TiGATION PLAN SUMb1ARY
1 The existing wedand and stream channels on site cun•en;ly provida ini!ed values and
1 funetions due to the historie and ongoing adverse impacts. C)racli:g .nd filling activities in
the late 1960s altered original grades, soils, wetland, and drainage patterns.
The remaining wetlanJs are typically small and with some erceRtion the vegetation
diversiry and subsequent habitat is very limited.
The stream channels on site have been excavatcd through fill or in some areas they
follow historic drainage patterns. None oF the streams providc fsh habitat and a majority
are seasonal flows only.
The proposed wetland mitigation wittiin wetland #11 will enlarge the eristingwetland
and provide vegetation communiry diversity which will provide wildliCe habitat diversiry. The
wetland will be a large contiguous system with a diversity of habitat types including several
communities not currently present on the Parcel.
The enhancement within Japanese Gulch will liasten the development of a shrub and
1 dense cattail system which would not have developed within the s;stem nar.r!!y. Tle range
of shrub species as food sources and saturated zones for cattails would not have easily
established in the area because of lack of seed source.
The restoration and enhancement of slmonid habitat within Powder Mill Creek will
provide 7,900 feet of rearing and spawning habitat not currently available. ry removing
existing blockages, placing weirs wiihin the box culvert, and impraving habita• upsrcm, a
successful salmonid 6shery can be resturcd to Po.vder Mill Creek.

 - 9 -
