landscaped or otherwise screened to assure compatibility with <br /> surroundinq properties and (2) all utility facilities shall <br /> be installed underground or within structures to the greatest <br /> extent possible in order to maximize safety and minimize <br /> viaual and noise impacts upon eurroundinq properties. <br /> Evaluatinq the proposal under the specific evaluation <br /> criteria, it is found that the location of the existing <br /> substetion is surrounded by wooded areas to the north and <br /> west and by roadways to the eouth and east in a remote area <br /> of the Boeing property. The expansion will be fenced with <br /> an e� high chain link fence for safety and equipment will be <br /> within n control buildinq. <br /> CONCLUSION: The proposal meete the above listed specific <br /> evaluation criteria. The expansion is minimal and should not <br /> create eny additional impacts. <br /> PART II <br /> INTRODUCTION: The expansion requireF culverting <br /> approximetely 90' of an existing stream in order to expand <br /> the fecility. <br /> BACKGROUND: The streem appears from a culvert on the west <br /> side of the substetion and ie an open chnnnel for <br /> epproximately 180' before emptyinq into a sump. No movinq <br /> water wae obsarved in late June. Vegetation is minimel and <br /> the nree hns been cleered from time to time to prevent treas <br /> from demnqinq ovarhead wires. <br /> Section 37.160.A.4.c. of tha Zoninq Code, the City will allow <br /> e stream to be culverted only if: <br /> (1) The epplicent provides the City with a written eveluntion <br /> of alternetive meene for dealinq with the watercourse, and <br /> the City determinae thnt it is not reesonable to maintain the <br /> watercourse in an open condition; <br /> (2) No significant habitat aree will be destroyed; and <br /> (3) It is nacessnry to provide eccess to a site or portion of <br /> a site or whera a prohibition would preclude e reasonable use <br /> of the property based upon the zoninq and lend use <br /> designetion of tha Everett General Plan. The extent of <br /> culvertinq shell be limited to the minimum necessary to ellow <br />' rensonebie use of the property. <br /> Convenience to the applicant in order to facilitate generel <br />
