The expension is minimal end should not • °A <br /> creete any additional impacts. <br /> PART II <br /> INTRODUCTION: The expansion requires culvertinq <br /> epproximately 90' of an existinq streem in order to expand <br /> the fecility. <br /> BACKGROUND: The stream appears from a culvert on the west <br /> side of the eubstntion and is an open chennel for <br /> approximetely 180' before emptyinq into a sump. No moving <br /> water was observed in late June. Veqetation is minimal and <br /> the eree has been cleared from time to time to prevent treas <br /> from demaqinq overheed wires. <br /> Section 37.160.A.4.c. of the Zoning Code, the City will allow <br /> a strenm to be culverted only if: <br /> (1) The epplicant provides the City with a written evaluation <br /> of alternative means for dealing with the watercourse, end <br /> ; ;� the City determines that it is not reesonable to maintain the <br /> ;�y watercourse in an open condition; <br /> �,tiav <br /> I: <br /> (2) No siqnificant habitat area will be destroyed; and <br /> (3) it is necessary to provide access to a site or portion of <br /> i;=�i� a site or where a prohibition would preclude a reasonable use <br />�+ of the property based upon the zoning and land use <br />�' '' desiqnation of the Everett General Plen.
