1.0 MITIGATION
The methods for mitigation of the negative impects would be the same for both the No Action
Aiternative and the ProDosed Action. These measures would inciude the foltowiag:
4.1 Excavetions
• Site disturbance shoutd be limited by using tracked equipment, where possible, within the
excavation areas.
• Stending surface water should be removed from the excavation areas.
• Surface erosion control meuures ahould be used in areas in which surface water is
anticipated to drain from the excavetion ares. The control measures ahould be designed by a
professional civii or geotechnical englneer, or geoiogist, to prevent off-site siltation of surface
dreinages. Methods may inciude, but are not limited to the se of siit fences and/orettiement
ponds.
• Temporary slopes within native glaciel soils shouid be limited to a maximum angle oC 1 foot
horizontal (H) to 1 foot verticel (V). Temporary slopes within fili soils ahould be limited to 0
meximum angle oC 1-1/2H:lV. Temporery siopcs ahould be covered with an impermeable
membrane, such es visqueen, in order to prevent precipitation from coming in contact with the
soils.
• Permanent siopes steeper then 25 percent should be designed by a professional civil or
geotechnical engineer, or geologist. The design should present appropriate erosion control
measures which may include, but are not limited to: hydroseeding, erosion control blankets, rip-
rap, and visqueen.
•Soils which become disturbed, end which are above their optimum moisture content, should
either be allowed to dry to within their optimum moisture concent and be recompacted, or be
romoved from the conctruction site.
• All eerthwork should be performed under the direct observation oC a professional civil or
geotechnical engineer, or geologist.
4.2 Fill Placement
7'he same mitigation techniques and methodologies presented in the Excvations section apply to
fill placement of the on-site, moisture-sensitive soils.
4.3 Site Sloped Areas •
• Building structures, utilities, and roadways shauld not be constructed on slopes greater than
40 percent.
4
