I agree with your rnlightend approach. W ned ro know these things.
Jim
From: lane 2immerman
Sent: Thursday, Janua21, 2010 6:54 AM
To: Heather Kibbey; ]im Miller
Subject: redevelopments
Hello Neather and Jim—
I just wanted to run something by you both and make sure you supprt something I'm doing in case the situation gets
"elevated"....
When I get a project to review that's a redevelopment of part of a larger parcel, I've been requiring tlie applicant to
determine the connection points of any drainage structures that appear on surveys of the project area, but that we have
no records of. I think this is important ro do in terms o(illicit connection determination (including stormwater
discharges to the sanitary sewer)and also, for the ability to respond eftectively to a spill on the site. I think it's
reasonable to require dye testing or camera work to figure out where something drains to. Or, if the applicant doesn't
want to go to the trouble,to require replacement/re-plumbing/abandonment o(the structure so that il no longer
receives runo(f and sends it to some unknown location.
In this particular case, the Everett Mall is adding a restau•ant to the north portion of the site. A number of catch basins
have been located within the project limits, with inlet and outlet pipe invert elevations and directions—but no
determination of where tlose cbs drain to(the original development on the site is pre-1969. Their response to my
questions on particular structures has been that the connections cannot be visually located. If you agree with me, I'm
going to take this to the next level and ask for dye testing or camera work or abandonment/re-plumbing/replacement of
the stuctures. However, the owners of the Everett Mall have a tendenty to think they're exempt from the rules we
normally apply to others, so I may get resistante to my request....
Ought I just let this go? Or ought I persist7
Please It mc know what you think I oughter do. 1 wait humbly for direction from above. Thanks.
lanc
41
