OFF�IT'E <br /> Governm �ra1 cP ^npC <br /> The impact uea which is the subject of this anaiysis includes four counties and 2g <br /> municipalities; q7 fir� districts and/or departments; 17 libraries and 15 special district <br /> govemments. The only consistent source of data tivoughout these many and varied jurisdictions <br /> is contained in che 1987 U.S. Census of Governments. A census of govemments is conducted <br /> at five-year intenry�s as r,eyuired by law under Title 13, United States Code, Secdon 161. This <br /> census covers four major subjecu: state and local govemment organization structures; taxable <br /> ProPert}' values; public employment; and govemment finances, For this analysis, a fiscal <br /> aPProach using govemment finances data is applied to measure the impacts which would occur <br /> as a msult of demand for governmental services from changes in primary populadon (Boeing <br /> employees and their families)and from seco�d�,p�pulation changes (the induced employment <br /> genented by Boeing ezpansion). <br /> Bazically, the analysis consists of multiplying local govemment per capita (per personl <br /> expenditures for public services times the change in populadon (number of persons) in order to <br /> admate the change in ezpenditures necessary to meet public services needs. <br /> The analysis conducted for this component of the EIS is done at U�r� Ievels. At the county <br /> 1��e1, the analysis is based on 1987 Census of Governments information. Census of <br /> rovernments data provides detailed informadon for those cities with populations over 10,000, <br /> In the case of the impact area, only sia cities had 1986 populadons over 10,000. Thoy include: <br /> Everett, Edmonds, Mountlake Terrace and Lynnwood in Snohomish County; Mount Vernon in <br /> Slagit County;and Oak Harbor in Island Counry.
