approumately five minutes for emergenciu to betwcen five and 30 minutes for non-
emergencies,
On avuage, the Boeing security force responds to 1,060 calls for scrvice per year, This equals
approzimately 31 calls per officer per year. Of the Wtal calls, appmximately hvo percent were
for crimes while the remaining 98 percent were other calls for service. The security force on
the Boeing site is responsible for incidents ranging from on-site txaffic violations to fights to
theft.
There are approzimately 1.42 sxurity officers per 1,000 Boeing employees. This level of
protection is necessary since security is a cridcal factor in the manufacturing of airplanes.
The Hoeing facility is lacated within the City of Everett Police Department response area. The
Eventt police are available to respond upon request. On-site security has been sufficient and
there has been no nced for the presence of Everett police on the site ezcepc during Boeing
employee strilces. Employets may also contact the Everett Police Departrnent rogazding traffic
accidents which occur outside the perimeter fence but still on Boeing property. Boeing securiry
personnd are unaware of the frequency of Everett police responsc W incidents immediately off-
site which iesult from activities of Boeing employers (i.e., haffic violadons, accidents, etc.);
however, they andcipate that the number would not be significantly different than that
ezperienced from the genecal populaaon.
C.1.1. Eavironmental lmpacts: No Action
Fire ProtecNon nd Fmereen$ rvi
The No Acdon Alternative would result in a reducdon of Boeing employees over time. The
production of aircratt would stabiliu and the only buildings which would be constructed aze
those which have been previously approved. The demand for emergency services would also
stabiliu and eventually decline. Thus there would be no increased demand for emergency
services and no impacts would result from this alternative.
Police
The No Action Altemadve would result in a decreas+: of 9,000 employees on the Everett site u
soon as 1995. This decline in manufacturing and employment is not likely to reduce te demand
for security servicts due to the importance of maintaining adequate security for idle facilides.
C.1.3. Environmental Impacts: Proposed Action
Fire Protecdon and Emerency Services
As part of the Proposed Acdon, the ezisting F7ightline Fire Station would be relocated and
ezpanded to better serve the plant (refer to site plan Building 45-12 for locadon). In addidon,
Bceing Fire Department personnel do not anticipate ihat any additional equipment would be
requiral to meet service demands. However, ezisting equipment would be replaced as
neccssary.
22
