The 1987 Comprehensive Plan Neighborhood Business <br />Policies also state that development should be of a size <br />and scale which preserve and enhance the residential <br />areas they are intended to serve and the size of <br />structures should be limited to a size that assures a <br />neighborhood market orientation rather than a community <br />or regional market orientation. <br />b. Conclusion: Granting the variance would allow signs that would be <br />more appropriate for a B-2, Community Business zone which <br />is meant to serve population areas of from 10,000 to <br />20,000 people. The Neighborhood Business is not intended <br />to draw in customers that may not be residents of the <br />surrounding neighborhood. <br />SUMMARY AND RECOMMENDATION: <br />The City of Edmonds Architectural Design Board recently reviewed the signs <br />for an Arco AM/PM mini mart in the community business zone in Edmonds. The <br />facility was located one block from the main (fountain) intersection in <br />Edmonds. The signs approved were a three foot by ten foot sign on the <br />building facade that says AM/PM, a three foot high monument sign showing <br />Arco AM/PM and listing the regular and unleaded gasoline prices, and a j <br />"Compare Our Price" sign by the pumps. The monument sign is two feet five <br />Inches by eight feet seven inches long. The total signage permitted was <br />58.7 square feet. <br />It would appear that if a mini mart can function in a more intensive ' <br />community business zone with 58.7 square feet of eignage where there is <br />nearby competition, it could surely function in a Neighborhood Business zone <br />where there is no competition for a quarter of a mile with much less than <br />the proposed 250 square feet of signs (118 square feet on the buildings plus <br />a two-faced 66 square foot pede3tal sign). <br />The Planning staff is recommending that the variance as requested by the <br />Applicant BE DENIED. <br />As an alternative, the Planning staff would recommend that a variance be <br />granted to allow a three-foot high monument sign not to exceed 22 square <br />feet: in area in lieu of 22 square feet of the 30 square feet of permitted <br />wall signs, with the following conditions: <br />1. The base area of the monument sign shall be landscaped. The <br />landscaping to extend three feet in all directions as measured from <br />the extent, of the sign. <br />2.
