NEIGHBORHOOD BUSINESS LAND UoE DESIGNATION <br />The Neighborhood Business land use designation is applied to areas presently <br />zoned and/or de., <br />eloped with commercial uses serving the immediate local area <br />as opposed to a larger community or regional market orientation. The purpose <br />of this designation is to provide small areas conveniently licated to serve <br />the day to day consumer or convenience needs of A small neighborhood area. <br />Uses typically fitting into this category are food stores, convenience storest <br />drug stores, hardware stores, service stations, barber and beauty shops, <br />laundromats, dry cleaners and restaurants. The policies contained in this <br />section are intended to provide guidelines for the location, character and <br />standards for development within Neighborhood Business areas and for promoting <br />the general welfare of the surrounding residentia: neighborhoods. <br />1. Because large areas of commercially zoned land tend to promote <br />commercial uses which are oriented toward the larger community or <br />�- regional area and which are incompatible with the character of <br />residential neighborhoods, NEIGHBORHOOD BUSINESS DISTRICTS SHOULD BE OF <br />A SIZE AND SCALE WHICH PRESERVE AND ENHANCE THE :HARACTEfl OF THE <br />1 _ _PESIDENTIAL AREAS THEY ARE INTENDED TO SERVE. <br />IDplementation: Amend Zoning Code to include a maximum size limitation <br />on neighborhood business districts, or provide for a maximum size for <br />each designated Neighborhood Business area based upon the market area <br />it is intended to ser•,e. <br />2. Because commercial uses which cater to lager community and regional <br />markete attract levels of traffic which are detrimental to residential <br />IMl., ntation: Revise Zoning Code as necessary to limit the types of <br />uses or size of buildings in order to assure that the business <br />establishment is oriented to the neighborhood and not to the community <br />as a whole. <br />j. Because large areas of commercial land tend to encourage automobile <br />oriented traffic and discourage pedestrian traffic, NEIGHBORHOOD <br />BUSINESS DISTRICTS AND DEVELOPMENTS SHOULD BE CONCENTRATED AND COMPACT, <br />AND PROMOTZ EFFICIENT USE CF LAND. <br />Implementation: Same implementation as 01 above. <br />4. Because Neighborhood Business Districts are usually surrounded by <br />residential districts sensitive to non—residential uses, EXISTING <br />rnMM7RC7►1_ AREAS SHOULD BE IMPROVED OR FULLY DEVELOPED BEFORE ALLO'AITG <br />Implementation: During the review process for requests for a change In <br />land is* designation or zone classification, the Planning Commission <br />shou'.0 be provided sufficient demonstration of the need for additional <br />lane designated "neighborhood commercial" in a particular neighborhood <br />by the proponent of such a change. <br />5.
