City standards require that collected surface water exiting the subject property must <br /> be conveyed to the nearest established, stable drainage course, within the naturally <br /> occurring drainage basin, by pipe or by an approved swale in a manner that will not <br /> result in erosion or flooding. <br /> 21. Previous project in this area have not been able to locate a defined drainage system <br /> at the base of the hill to discharge storm water runoff to. Therefore, discharge to the <br /> combined system may be necessary. On-site storm water detention would probably <br /> be required, in accordance with City standards, prior to �iischarge to the combined <br /> syslem. <br /> 22. If suitable discharge location t� surface waters (as opposed to the combined system) <br /> was found for the collected storm water from this project, then additional storm water <br /> management and source control measures would be required. <br /> 23. Table 1-5.7 of the City's Stormwater Management Manual contains an error in the "n" <br /> values for shest flow. The column of values should read "0.011, 0.05, 0.15, 0.24, <br /> 0.41, 0.13, 0.40, 0.80." <br /> 24. Parking must be per City Zoning Code and City Design and Construction Standards <br /> and Specifications. For the proposed 18 detached single-family units, a minimum of <br /> 36 parking stalls are required. A minimum of two (2) handicap stalls must be <br /> provided. <br /> 25. A pedestrian circulation system for the site must be approved by the Planning <br /> Director and Traftic Engineer prior to the issuance of any building permits. Walkways <br /> must allow pedeslrians and wheelchairs to gain easy access from sidewalks and bus <br /> stops to building entrances through the use c�f paths which are physically separated <br /> from vehicle traffic and maneuvering areas. (See the City's Design and Construction <br /> Standar�s and specifications Manual and Section 39.165 of the Zoning Code.) <br /> 26. Placement and screening o! refuse disposal areas must be provided per Section <br /> 39.080 of the Zoning Code as follows: <br /> a. Garbage receptacles, dumpsters, and recycle bins shall be provided in all multiple <br /> family, commercial, industrial, and institutional developments and shall not be located <br /> in a required front yard setback area, or street side setback area for corner lots. <br /> Where an alley abuts a lot, the garbage receptacles, dumpster, or recycle bin shall be <br /> located adjacent to the alley. <br /> b. All garbage dumpsters and recycle bins must be screened irom view from the <br /> street and from adjacent properties. This screening may be done using dense <br /> vegetation or by rlacing the dumpster or recycle bin in a structural enclosure. <br /> 5 <br />
