The need of the neighborhood, district, or City for a proposed special propetty use. Finding: The proposed use is the construction of four single-famfly residences on four lots known as lots 7, 8, 9, and 10 Block 276, Plat of Everett Division "0". Conclusion: The surrounding area is developed with residentfal and some commerciallindustrial uses. 2. The adequacy of streets, utilities and public services requfred to serve a proposed use. Finding: The subject lots front on Chestnut Street. The alley right-of-way located to the rear o(the subject lots is partially improved. The City of Everett Pubiic Services Department has stated ihat if any of these lots are developed in whole or individually, the alley shall be fmproved to City standards.
