The need of the neighborhood, district, or City for a proposed apecial property use. <br /> Finding: The proposed use is the construction of four single-family residences on four lots <br /> known as lots 7, 3, 9, and 10 Block 276, Plat of Everett Division "O". <br /> Conclusion: The surcounding area is developed with residential and some <br /> commercial/industrial uses. <br /> 2. The adequacy of streets, utilities and pubiic services required to serve a proposed <br /> use. <br /> Finding: The subject lots front on Chestnut Street. The alley righl-of-way located to lhe <br /> rear of the subject lots is partially improved. The City of Everett Public Services <br /> Department has slated that ii any of these lots are developed in whole or indfvidually, the <br /> alley shall be improved to City standards.
