� � (- <br /> 2. The subject property is zoned R-2, Single-Family Detached Medium <br /> Density. Acco►ding to the Use Standard Tables of the City of Everett, <br /> structures proposed by the Applicant require review of a Special <br /> Property Use Permit in an R-2 zone. (Exhibit 1) <br /> 3. The site currently has a 300 foot tall tower that is to be demolished. The <br /> tower is used by the Applicant as part of a network that provides <br /> transmission of inessages by the Applicant. (Exhibit 1, Sullivan <br /> testimony) <br /> 4. The property is in an older residential section of the City of Everett. All <br /> properties surrounding the subject property are zoned R-2. (Ingalsbe <br /> testimony) <br /> 5. In order for a Special Property Use Permit to be granted w(thin the City <br /> of Everett, the criteria of EMC 19.41.150.0 must be satisfied. Those <br /> criteria include: <br /> (a) The need of the neighborhood, district, or City for a proposed <br /> Special Property Use. <br /> (b) The adequacy of streets, utilities, and public services required to <br /> serve a proposed use. <br /> (c) The impact of traffic generated by the proposed use on the <br /> surrounding area, pedestrian circulation and public safety; and ability of <br /> the proponent to mitigate such potential impacts. <br /> (d) The provision of adequate off-street parking, on-site circuta;ion, <br /> and site access. <br /> (e) Compatibility of proposed structures and improvements with <br /> surrounding properties, including the size, height, location, setback and <br /> arrangement of all proposed buildings and facilities, especially as they <br /> relate to light and shadow impacts on more sensitive land uses and less <br /> intensive zones. <br /> (f) The number, size, and location of signs, especially as they relate <br /> to more sensitive land uses. <br /> (g) The landscaping, buffering, and screening of buildings, parking, <br /> loading and storage areas, especially as they relate to more sensitive <br /> land uses. <br /> 3 <br />
