� � . <br /> (h) The generation of nuisance imtants such as noise, smoke, dust, <br /> odor, glare, visual blight, or other undesirable impacts. <br /> (i) Consistency with the goals and policies of the Everett General <br /> Plan for the area and land use designatfon which the property is locatec+. <br /> (j) Compliance with the provisions of this orciinance and other City, <br /> State, and Federal regulations. <br /> (k) Accessibility to public transit and traffic reduction measures <br /> proposed by the Applicant to reduce dependence of the proposed use <br /> on the automobile. <br /> 6. The Applicant and the Department of Transportation provide a <br /> govemmental service of road safety to citizens of the City of Everett and <br /> the State of Washington. The proposed monopoie will provide a means <br /> of a communication link to the network that extends from the northem <br /> Washington border to the southem Washington border. The 150 foot tall <br /> monopole will serve a need of the state and community. (Exhibft 1, <br /> Sullivan testimony) <br /> 7. The construction of the new 150 foot tall monopole will not result in any <br /> change of street traffic, utility use or public services. The existing <br /> streets, utilities and public services are adequate to serve the proposal. <br /> (Exhibit 1) <br /> 8. No increase in tra�c will be generated by the proposed use. On an <br /> average, there will be one to two service visits per month. No impact on <br /> existing or projected traffic will occur. (Exhibit 1) <br /> 9. The City submitted that the site is on a half City block surrounded by <br /> streets and an alley. There is off-street parking located on the north and <br /> south sides of the existing lot. The proposed monopole will not generate <br /> any employee or visitor parking needs. The issues of providing <br /> adequate off-street parking, on-site circulation ar�d site access are not <br /> relevant in this particular matter. (Exhibit 1) <br /> 10. As noted, the proposed 150 foot tall monopole will replace the existing <br /> 300 foot tall tower and its supporting guy wires. The new monopole will <br /> be less obtrusive and create less of an impact to surrounding properties. <br /> The new monopole will not have guy wires.
