The proceeds of the assessments and assets acquired with such proceeds and liabilities incurred as a result of the formation of the BIA established in 1995 and disestablished herein, shall be subject to the disposition, as the City Council shall determine in accord with the provisions of RCW 35.87A.120 and RCW 35.87A.190.
