WHEREAS, the City of Everett is a member of the Snohomish Basin Salmon Recovery <br /> Forum and assisted in the development of the Snohomish Basin Salmon Conservation Plan <br /> (Plan); and <br /> WHEREAS, the City of Everett values ecosystem health, the protection of salmonids, <br /> water quality, and flood hazard reduction; and maintaining a legacy for future generations, <br /> including commercial, tribal, and sport fishing; aesthetic quality of life, and cultural heritage; and <br /> WHEREAS, the City of Everett has consistently implemented habitat restoration and <br /> protection projects over the past five years, including restoration of 100 acres of tidal marsh <br /> along Union Slough; and <br /> WHEREAS, the City of Everett adopted a major update to the Shoreline Master Program <br /> in 2002 that incorporated the Snohomish Estuary Wetland Integration Plan(SEWIP) and Salmon <br /> Overlay, and already includes many of the recommendations in the Snohomish Basin <br /> Conservation Plan; and <br /> WHEREAS, the City of Everett has agreed to further update its Shoreline Master <br /> Program to include additional measures that will further protect and restore salmonid habitat; and <br /> WHEREAS, the City of Everett is in the process of updating its Comprehensive Plan, <br /> which includes amendments to the critical area policies that will address recommendations from <br /> the Plan; and <br /> WHEREAS, the City of Everett is in the process of updating the critical areas <br /> (environmentally sensitive areas)regulations in the Zoning Code to address best available <br /> science and special protection for anadromous fisheries; and <br /> WHEREAS, the City of Everett understands the importance of regional cooperation to <br /> set common priorities for action among partners, efficient use of resources and investments, and <br /> distribution of responsibility for action and expenditures; and <br /> WHEREAS, the City of Everett understands the importance of providing accountability <br /> and predictability related to recovery actions for public jurisdictions, the private sector and the <br /> general public that are in the Plan as part of a salmon recovery plan of action we as a region will <br /> be cooperatively undertaking; <br /> 2 <br />
