i
Letter Stewart
Auqust 27, 1991
Page 3
The on-site transit circulation patterns shown on the
Auqut 16, 1991, submittal appear to meet the requirements
for conceptual traneit service. However, detalls of the
transit service routea and facilities must be developed over
time under the changing conditions on site and the evolvinq
patterns of ridership. Transit circulation patterne and
other transit facilities will be developed by the Public
Worka Department utilizing the advice of the transit/TDM
program coordinator and the affected transit agencies, as
provided for in Condition VI.C.2. of the Decision Document.
Any such modifications requested must be approved by the
Reeponsible official who will coneult with the Public Worke
Department. Minor modifications, those that are consistent
with the Decision Document, may be approved by the
3lgnificant modif c ti nsh to therMCP mayVrequi et dditional
environmental review.
on-site parkinq, as shown on the August 16, 1991,
Preliminary Parkinq Plan element of the MCP, is in fact
preliainary in nature and intent. Conatruction activity
over the next several years will require special parkinq
provisione, and frequent relocations. Aa aite development
approaches completion, and employment and aircraft
production reach the anticipated levels, better inPormation
on parkinq location requirements and HOV opportunities will
be available. Adjustments to the parking locatione and
dietribution of preferential parking spacea will be
neceasary, within the constraints of the Decision Document.
A+r►y such changea must be approved by the City.
Detailed on-site circulation plans muet be approved by the
Departments of Public Worke and Planning and Community
Development for each development phase on the site prior to
iaeuance of any permits. These detailed plans must be
consistent with this approved Meater Development Plan and
the approved Preliminary Conceptual Master On-S1te
Circulation Plan, and provide enouqh dQtail, as determined
by the City, to assure that all relevant conditione of the
Decision Document, Zoning Code and other City policies and
regulations have been met.
