Where confllcts exiat <br /> between the Decision Document and the Naster <br /> Circulation Plan, requirements of the Decision <br /> Document will aupercede the Meater Circulation <br /> Plan. These chanqes may also be <br /> required to accommodate the chanqinq conditione on the site <br /> during the construction procesa or to reflect improvements <br /> sugqested by the actual operations of the site. <br />
