3. There is potential that control of the combined site for the purpose of development could <br /> be confused or undermined if it is not owned by either the developer or another party with the <br /> resources and intent needed to bring about a successful development in a timely manner; and <br /> 4. To achieve the indicated land use changes the City needs to amend the Comprehensive <br /> Plan Land Use map in the proposed area from Single Family (1.1)to Community Business (4.2), <br /> as indicated on the attached map (Exhibit "A"); and <br /> 5. The public health, safety and welfare will be provided for by the proposal under existing <br /> development regulations of the City and proposed project site plan; and <br /> 6. The proposed amendment to the land use map and rezone promotes the best long term <br /> interest of the Everett Community. <br /> NOW, THEREFORE, THE CITY COUNCIL HEREIN RESOLVES TO: <br /> 1. Amend the Comprehensive Plan Land Use map in the subject area east of 19th Avenue SE <br /> and south of 96th Street from Single Family(1.1)to Community Business (4.2), as <br /> indicated on the attached map (Exhibit "A") subject to: <br /> a. At the time of zoning (at a future date, upon annexation) require the entire <br /> combined area subject to development be under common ownership; and <br /> b. The adjacent boarder with residential properties will receive a sight barrier <br /> 6 foot wood fence placed next to the lot lines, in addition to landscaping in <br /> accordance to City Code (Visual Screen, Sec 35.050). <br /> 2.
