. <br /> ,flp <br /> EVERETT CITY COUNCIL <br /> RESOLUTION NO. 5594 <br /> A Resolution of the Everett City Council <br /> Approving: (1) an Amendment to the Comprehensive Plan Map <br /> Designation from Single Family (1.3) to Hospital (2.4) in <br /> the Subject Expansion Area, (2) A Rezone from <br /> R-2 (Single Family) to R-2-I (Institution) for the <br /> entire area designated Hospital (2.4) area <br /> WHEREAS,the City of Everett adopted a new Comprehensive Plan in August, 1994, in <br /> conformance with the Washington State Growth Management Act; and <br /> WHEREAS, the Growth Management Act, codified as Chapter 36.70A, allows for <br /> comprehensive plans to be amended on an annual basis; and <br /> WHEREAS,the City of Everett initiated its 2004 annual comprehensive plan amendment <br /> process in July, 2004, which included consideration of Land Use Map amendments and rezone <br /> applications initiated by property owners; and <br /> WHEREAS, Providence Everett Medical Center(PEMC) submitted an application for an <br /> amendment to the Land Use Map for a city block(block 248) containing approximately 2 acres <br /> located east of the existing Colby Campus, between 13th and 14th Street and west of Oakes <br /> Avenue, from Single Family(1.3)to Hospital(2.4), as indicated on the attached map (Exhibit <br /> "A"); and <br /> WHEREAS,the proposed action also includes a change in zoning from R-2 (Single Family) to <br /> R-2-I (Institutional Overlay) for the entire Colby Campus area, including the expansion area <br /> noted above; and <br /> WHEREAS,the proposal is based on a 20 year, four Phase Master Plan, with graphic depiction <br /> of each phase, submitted to the City by PEMC in support of the request as required; and <br /> WHEREAS,the Planning Commission held two opportunities for comment with public hearings <br /> on the matter on February 15, 2005, continued to March 1, 2005, where public testimony was <br /> received along with PEMC presentations; and <br /> - 1 - <br />
