WHEREAS,the Planning Commission did make a recommendation to approve the requests <br /> with conditions following March 1, 2005 public hearing; and <br /> WHEREAS, the City Council Finds: <br /> 1. The purpose for the requested Comprehensive Plan land use map amendment is to make it <br /> possible for PEMC to expand in order to meet projected population(patient) growth over the <br /> next 20 years. <br /> 2. The need for the proposed expansion will address a service capacity demand issue which, at <br /> the present time, PEMC is often unable to meet. <br /> 3. PEMC has made a convincing case to the City Council that the expansion to the east is the <br /> best alternative it has available at this time, in terms of cost, timing, certainty, and operational <br /> efficiencies. <br /> 4. To achieve the requested land use changes and related provisions, City Council needs to; <br /> a. Amend the Comprehensive Plan Land Use map in the proposed expansion area(block <br /> 248), and Rockefeller Avenue from 13th Street to 14th Street, from Single Family(1.3)to <br /> Hospital(2.4), as indicated on Exhibit "A"; and <br /> b. Rezone the entire Colby Campus which is designated Hospital(2.4), including the <br /> expansion area, from R-2 (Single Family) to R-2-I(Institution). <br /> 5. This Resolution constitutes City Council's support for the PEMC proposed expansion based <br /> on submittal of a master plan with specific phases of expansion, outlined here as: <br /> Phase 1: Completed and opened in 2002. <br /> Expansion of the Pavilion for Women and Children, located at the Pacific Campus. <br /> Phase 2A Proposed Completion in 2007. <br /> Develop and construct a community cancer center in partnership with local physician <br /> groups. As part of the cancer center the facility will provide medical physician office <br /> space and a 600 car parking garage. This phase proposes the demolition or moving of <br /> 21 of 22 Donovan homes in the Donovan District for temporary surface parking and <br /> construction staging. <br /> (Note: Currently a Special Property Use (SPU) permit will be required for the cancer center and <br /> parking facility. The SPU will include a review process separate from this docket request, or <br /> PEMC may use the institutional overlay, depending on outcome and timing of the decisions.) <br /> - 2 - <br />
