h. Electronic nissions: The electronic emis. ns will be I
within the range assigned to the Aeronautical Service by the I
Office of Telecommunications Policy. The electronic
. i engineering for the installation will insure compliance with
; Telecommunications standards and restrictions.
a

i . istorical and Archeoloqical Considerations: The affected
property for this project consists of Boeing Company's Building
45-01 and the adacent concrete parking area. There is no
: historical or archeological significance to this area. During
' construction excavation, if any artifar.ts are uncovered,
; appropriate action will be taken that will be consistent with
local , state, and federal regulations.
:
j J. Aesthetics: The proposed facility wi11 be compatible with
" the existing airport environment.
:
a k. Cumulative lmoact: This pro, ject will have no incremental
impact upon future air traffic patterns at Paine Field. The
` relocated facility will return the deteriorated VOR performance
; to the level intended when the VOR was originally installed.
 VI. ALTERNATIVE ACTIONS:
n
 a. Alternative Sites: The Northwest Mountain Region
, completed a staff study in May 1991 which addressed the
1 problems with the Paine Field VOR. The study investigated
seven sites on or near the airport and the selected site was
chosen because it wi11 provide the best VOR coverage and also
will be less cstly to construct than the other sites.
Three additional off-airport sites were investigated and
eliminated from consideration due to the high cost involved in
land acquisition and site development. Environmental impacts
would have been considerable at all three off-airport sites.
.,
; b. Uqradina Existina Facilitv: The possibility of replacing
the equipment and revising the antenna array at the existing
' VOR was investigated and it was determined that the location
would still not provide adequate coverage.
:i
 c. Do Nothina: The do nothing alternative wauld result in
continued loss of instrument approaches to Paine Field and
restrictions to the area enroute air structure.
;:
fi
.

VII. CONCLUSION:
The facility was assessed in accordance with Order 1050.10. No
significant adverse impact ta the environment is expected from
 establishing this facility.
. Relocating the VOR will not alter the existing topography; will
_' not disrupt any community, will not have a significant
aesthetic or visual effect; will not affect any cultural or
historical sites; will not alter any ecological systems; will
