Box 5267 <br /> Everett, WA 98206 <br /> Project Location: 2707 Colby Avenue (Everett Mutual Tower) <br /> Zoning: B-3, Central Business District <br /> Froposal: The proposed action is installation of up to 100 antennas the roof of an existing, <br /> 14-story oKce building including: 10 satellite dishes; 40 panel antennas; 45 pole anlennas; <br /> and, 5 exposed eleme�t antennas. The antennas would accommodate personal <br /> communication services. An approximately 12'by 28' equipment sheiter would aiso be placed <br /> on the roof of the building. <br /> F�.������`:� ��R��L'�:�!:�: <br /> The proposal is subject to the general evaluation criteria listed i� Subsection 41.150.0 of the <br /> City's Zoning Code as follows: <br /> 1. The nead of the neighborhood, district, or City for a proposed special property <br /> use. <br /> Findings: The Federal Communications Cammission has auctioned additional radio <br /> spectrum frequencies for use 6y the public for wireless Personal Communications <br /> Services (PCS) in the pasl 24 months. Tho PCS systems will provided personal <br /> communication (or the general public in the form of cellular phones, paging, wireless <br /> ' laptop computer, cordless phones,wireles� data transmission for inventory controi, <br /> vehicle route findi�g and other uses. <br /> The PCS requires lhe installation ot equipment that will tra�smit and receive wireless <br /> signals to the general population in ihe City of Everelt and the surrounding area. The <br />� Applicant i�dfcated that ihe Everett Mutual tower is a desirabie locaticns for PCS <br /> antennas because of its height and central location. The size of the rooftop allows for <br /> multiple units to the located at a single�site. <br /> Conclusion: The proposed use provides a public benefit. The site provides an <br /> opportunity for co-location of PCS antennas, thereby redu�ing potential for dispereion oi <br /> antenna sites into more sensitive residential areas. <br /> 2.
