WILLIAMS, S.E. <br />REGIONAL ENGINEER <br />In your May llth letter you asked me some questions concerning handrails in <br />aisles of the Snohomish County PUD auditorium and Everett Community <br />Theater in your city. <br />You state that the revision in the 1991 UBC did not address the American <br />with Disabilities Act (ADA) which apparently don't require aisle handrails. <br />First of all the State Building Code Council has extensively revised UBC <br />Chapter 31 to adopt most of the ADA details. Unfortunately, they haven't <br />published it yet so I don't know if they have that detail in it. Nevertheless the <br />Easter Seal Society of Washington and Washington State Human Rights <br />Commission have published a booklet entitled "Housing and Building <br />Accessibility: The Law in Washington—1992". Although we normally don't <br />comment on regulations promulgated by other organizations, I glanced through <br />the booklet and don't find the deletion you mentioned. May I suggest you <br />contact Donna Voss at the Building Code Council (206-586-8999) for further <br />details. <br />More importantly, some proponent must make an active submittal to change <br />the code --we don't necessarily adopt federal laws within the UBC without <br />extensive code change analysis and public meetings and final acceptance by the <br />active code administration community. <br />ALLEN O. ZEPPER, C.B.O. You also say that the City of Seattle has revised section 3315(g)1 which is their <br />BUILDING OFFICIAL STILLWATER, MINNESOTA right at the local level since the UBC is a model code. We don't know why <br />PRESIDENT they have done this --you will have to check with them directly. -but if they <br />JAMES E.
