'r <br />l <br />I. DECISION ISSUED RESPONSIVE TO SEPA REQUIREMENTS <br />This Decision Document has been prepared and issued by the City of <br />Everett's Director of Planning and Community Development who is <br />identified under Everett Ordinance 1348-87 as the Responsible Official <br />designated to exercise the City's substantive SEPA authority. This <br />document has been prepared responsive to the requirements of RCW <br />43.21C.060, WAC 197-11-660, and Everett Ordinance 1348-87. The <br />adverse environmental impacts which this Document addresses were <br />identified .in the DEIS on the Colby Square proposal issued on November <br />8, 1991, as updated and expanded in the FEIS issued on January 22, <br />1992. These impacts, in the judgement of the Responsible Official, <br />provide the basis for the mitigating measures set forth in this <br />document, and in accordance with WAC 197-11-660. Therefore, the <br />Responsible Official is issuing this SEPA decision which provides for <br />construction of the proposed action subject to compliance with the <br />conditions and requirements listed in this SEPA Decision Document. <br />II. DESCRIPTION OF PROPOSAL <br />The demolition of approximately 92,000 square feet of existing <br />retail and commercial buildings, and the construction of a <br />16-story office tower (North Tower) and a 7-story professional <br />office building (Professional Office Building) with street level <br />retail and 540 parking stalls in three below grade levels. The <br />16-story tower would be located at the northwest corner of the <br />site at the corner of Everett Avenue and Colby Avenue. The <br />seven -story professional office building would be located at the <br />southwest corner of the site, at the corner of California Street <br />and Colby Avenue. The first and second stories of both the North <br />Tower and Professional Office building would be part of a <br />continuous base structure extending across the entire western half <br />of the block. <br />The project includes a community performing arts theater with <br />approximately 550 seats to be located in a separate building on <br />the northeast corner of the site at the corner of Everett Avenue <br />and Wetmore Avenue. <br />The project would construct approximately 380,000 gross square <br />feet of new buildings, approximately 192,000 square feet of below <br />grade parking, and a drive -through banking facility of <br />approximately 3,700 square feet. <br />Street level retail, bank and restaurant uses would wrap around <br />the entire office building frontage along California Street, Colby <br />Avenue, and Everett Avenue. Overhead canopies will provide <br />continuous weather protection for pedestrians using the adjacent <br />sidewalk. A pedestrian arcade would be provided mid -block on the <br />
