The covered pedestrian arcade <br />would reflect a significant upgrade of the existing alley for <br />pedestrian use. <br />The proposal includes the realignment of the alley running <br />north -south through the site. The new alignment would be an <br />shape that retains the north half of the existing alley, while <br />extending a perpendicular leg to Wetmore Avenue at approximately <br />the midway point between Everett Avenue and California Street. <br />The existing south half of the alley would no longer be used for <br />vehicular access to the site, although pedestrian access from <br />California Street will be provided through the pedestrian arcade. <br />The Colby Square project may include modifications to the project <br />described above. First, the project may include residential use - <br />either replacing some of the office space in the North Tower, or <br />in up to three additional floors with up to 18 units in the North <br />Tower. (The latter would result in a 19-story North Tower.) <br />Second, the project may be phased. Phasing may consist of any of <br />the following: <br />a. construction of any of the three alternatives analyzed in the <br />EIS, <br />b. the construction of the theater as the first phase, <br />c. the exclusion of any development on the south part of the <br />property, rather than excluding only the upper five office <br />floors as discussed in Alternative 2 in the EIS, or <br />d. Phasing as provided in Section III.A. below. <br />The site plan is attached to this Document as Exhibit 1. <br />III. MITIGATION IMPOSED BY RESPONSIBLE OFFICIAL <br />A. PROJECT PHASING AND MINOR MODIFICATIONS TO THE PROPOSAL (Land and <br />Shoreline Use Policies) <br />1. Project Phasing: A conceptual phasing plan must be reviewed and <br />approved by the Planning and Public Works Departments prior to the <br />issuance of grading, Public Works, or Building Permits for the <br />first phase of development. Prior to issuance of permits for any <br />phase, a detailed plan for that phase must be reviewed and <br />approved by the Planning and Public Works Department. The <br />conceptual and detailed phasing plans must include information on <br />phasing of the following elements: <br />a. Demolition and construction <br />b. Utilities and utility relocation <br />c. Vehicle and pedestrian access <br />d. Frontage improvement plan <br />e. Alley realignment <br />f. Parking <br />3 <br />
