The Applicant requeated approval of a Special Property Uae Pezmit for <br /> the location of a governmental service use on the ground floor at atreet <br /> level of a retail corridor in the core area of the City of Everett, <br /> Waehington. The property, 2722 Colby Avenue, Everett, Washington, is <br /> zoned B-3 and has a Comprehensive Plan deaignation of 3.2, Retail Core. <br /> 2. EZC sets forth Use-Standard Tables for B-3 zoned propertiea. These <br /> tables aet forth the require�ent that the development, as proposed, muat <br /> be done with a Special Property Use Permit. The property is part of a <br /> procesa III-B review because it is a gover�ental administrative office <br /> proposed on the ground floor on street level i❑ the retail office core <br /> portion of the City of Everett. <br /> 3. The Hearing Esaminer of the City af Everett has jurisdictional authority <br /> over the request. <br /> 4. In order for a Special Property Use Permit to be granted wi[hin the City <br /> of Everett, the criteria of EZC 41.L50.0 must be satisfied. These <br /> criteria have L�en addresaed in the findings of this document. The <br /> criteria are satisfied by the request. <br /> 5. The historical use of the subject property and the use of the adjacent <br /> properties are not retail oriented bur. are developed as gover�ental <br /> offices. <br /> 6. The property can bc developed in a manner that will encourage vitality <br /> and econamic health in the central area of the City by providing office <br /> apace fo: employees irho will. utilize commercial entitiea in the general <br /> vicinity. <br /> 7. The sub�ect property will not be used for commercial purposes. Becauae <br /> of the limited scope of the building and the limited funds available for <br /> the aervices provided on-site, it is not a reasoaable use of the funds <br /> to require transparent areas with viexs into the structure. No such <br /> requirements are required for development of this site. <br /> DECISION <br /> Based upon the preceding findings of facts and conclusions, teatimony and <br /> evidence au�itted at the public hearing, and upon the impressions of the <br /> Hearing Ezaminer of the site view, it is hereby ordered that the requested <br /> Special Property Use Pezmit for the location of a gover�ental aervice use on <br /> the ground floor at street level in a retail corridor in the core area of the <br /> City of Everett, Waehington, is gr.anted. The Applicant may locate the <br /> Snohomish County Human Services Department at 2722 Colby Avenue, �erett, <br /> Washington.
