The Applicant submitted that the services on—site are developed to ' <br /> provide for the humaa needs of the Couuty and to serve a critical public <br /> need. To require a facade of a retail—like environment would not be I <br /> consistent witl this purpose. It would not be consistent with the i <br /> ' City's previous allowed use of the propercy by a title company. <br /> ' 20. The owner's representative of the subject property testified that the 'I <br /> office was developed as office space, and it should be uaed as such. He <br /> su�itted that the space will be remodeled to code and crill pass all � <br /> requirements oE the City. He supported the five—year plan of the <br /> Applicant for the use of the space . <br /> 21. A representative oE the State of Washington Office of Hearings submitted <br /> ' that the building is open between 7:00 a.m. and 6:00 p.m. He testified <br /> ehat it would be helpful if the building owner would provide clieat <br /> restrooms inetead of relying upan the current system which requires <br /> admission to the facilities hy personnel within the building. <br /> 22.
