Residential units abutt the north and south sides of the proposed <br /> facility.The Declaration uf Non-Si�nificance and Ordinance 555 require the applir_ant to replace <br /> the oil shot alley adjacent to the site with a standard asphalt alley (and extended north SOY�eet to match <br /> the existing improvement installed by Washington Mutual - the improvement does not rcquite a <br /> drainage system). The alley improvement was required to lessen the impact of additional traffic. <br /> ;he extensive cracks in the sidavalk are showing signs of tailure which wilt result in further heeved <br /> ledges and immediate replacement is necessary for safety. The curbs have completely failed and <br /> req�.ire replacement. Thc applicant.bclieves that the parking facility will be replaced by a <br /> residential structure in the near future; and that the heavy equipment used to build the structure <br /> will destroy the required improvemcnts; and requests that the requirements be waived. If a parking <br /> i facility is constructed, there is no assurance that it will be replaced in the forseen future. <br /> Alternatives available include: <br /> ; 1. Waive requirements of EMC 13.08.O10 and Ordinance 555-78 without any change to <br /> i existing public improvements as requested by applicant. <br /> � 2. a. Rcquire replacement of hazardous sidewalk, and P.O.A. for remaining improvements. <br /> � 2. b. Replacement of 5idewafk and Curb and P.O.A. for remaining improvemcnts <br /> (In that, inte�ral pour of sidewali< bc curb will rcduce the cost of separate replacernent). <br /> 3. Require L.I.D. Power ot Attorney for rcplacement of all improvcments. <br /> 4. Require standard application of publir. improvements, including Alley, 5idewalk, and <br /> Curb as required by the Ueciaration ot Non-Si�nificancc and Ordinance 555-78. <br /> 5.
