Residential units abutt the north and south sides of the proposed <br /> facility.The Dedaration of Non-5ignificance and Ordinance 555 rcquire the applicant ro replace <br /> the oil shot alley adjacent to the site with a standard asphalt alley (and extended north SO�eet to match <br /> thc existing imorovement installed by Washington blutual - the improvement does not requite a <br /> drainage system). The alley improvement was required to lessen the impa�:t of additional trafiic. <br /> The extensive cracks in the sider�alk are showing signs of failure which will result in furthcr heeved <br /> le�,ges and immediate replacement is necessary for safety. The curbs have completely failed and <br /> req�iire replacement. The applicant.believes th:.t the parking facility will be replaced by a <br /> residential structure in the near future; and that thc heavy equipment used to build the structure <br /> wiil destroy the required improvements; and requests that the rcyuirements bc waived. If a parking <br /> fac�lity is constructed, there is no assurance that it wili be replaced in thc forseen future. <br /> Alten�atives available inctude: <br /> 1. Waive requirr.ments of GMC 13.08.O10 and Ordinance 555-78 without any change to <br /> � existing public improvements as requested by applicant. <br /> I 2. a. Require replacement of hazardous sidewalk, and P.O.A. for remaining improvements. <br /> � 2. b. Rep�acement of Sidewalk and Curb and P.O.A. for remaining improvements <br /> , (In that, integral pou� of sidewalk dc curb will reduce the cost ot separate replacement). <br /> � 3. Require L.I.D.
