Other <br /> transportation demand management measures may also be proposed. <br /> Before the special Pr�perty Use is issued, the transportation <br /> demand management program shall be reviewed and approved by the <br /> Planning and Community Development Department with concurrence <br /> by Everett Transit. The applicant is encouraged to meet with <br /> Everett Transit to design the program. (SEPA Transportation <br /> Policies) <br /> 3 . Colby Avenue is designated as a "Gateway" corridor in the City's <br /> General Plan. The General Plan states, "Hecause Everett wants <br /> to develop and promote an attractive image, all entry corridors <br /> into the City should be designated as "Gateways" and standards <br /> should be applied to developments along such "Gateways" relating <br /> to building design, landscaping, signage, outdoor storage and <br /> other aesthetic considerations that will serve to upgrade <br /> Everett's image" . To aeet the intent of the policy, the <br /> following requirement must be met: <br /> a, An Amanogawa Cherry, Leland Cypress, Southern Magnolia, <br /> or Red Sunset Maple shall be located in the landscape <br /> area between the two access points on Colby Avenue. <br /> (SEPA Land and Shoreline Use Policies) <br /> MITIGATION REQUIRED BY EXISTING CODES allD ORDZNANCES <br /> 1. Any broken or damaged sidewalk shall be repaired/replaced per <br /> the City Public Works inspector. A handicap curb ramp at the <br /> corner is required per Public Works Standards and Specifications <br /> before a Certificate of occupancy is granted. (SEPA <br /> Transportation Policies) <br /> 2. For alterations costing in excess of 50� of assessed value, the <br /> City's Sprinkler ordir:ance may apply (Section 5) . The applicant <br /> shall indicate necessary compliance before Building Permit and <br /> Certificate of Occupancy are issued. (SEPA Public Services and <br /> Utilities Policies) <br /> The lead aqency for this proposal has determined that it does not <br /> have a probable significant adverse impact on the environment. An <br /> Environmental Impact Statement is : not required under RCW <br /> 43. 21C. 030(2) (c) . This detenaination assumes compliance with state <br /> law and City ordinances related to general environmental protection <br /> including but not limited to right-of-way improve�aent requirements , <br /> drainage, etc. This decision was made after review of a completed <br /> environmental checklist and other information on file with the lead <br /> agency. This information is available to the public on request. <br /> This Determinatfon of Non-Significance is specifically conditioned <br /> on compliance with the conditions attached hereto which are <br /> incorporated by reference as if fully set forth herein. <br /> 2 of 5 <br /> ssa Exhibit 5 <br />
