The Everett Zoning Code (EZC), Section 41.150.D.1(A) , requirea that a <br /> Special Property Uae Peimit is necessary ta locace a gover�enc service <br /> outaide the Government Service Area in B-3 zoning diatrict. <br /> 9. In order for a Special Property Use Permit to be granted, the criteria <br /> as set forth in EZC 41.150, Special Property Uses, must b� satiafied. <br /> These criteria include: <br /> A. The need of the neighborhood, district, or City for proposed <br /> special property uae. <br /> B. The adequacy of streets, utilitiea, and public services required <br /> to serve a proposed use. <br /> C. The impact of traffic generated by the proposed use on the <br /> surroundiag area, pedestrian circulation, and public safety; and <br /> the abllity of the proponent to mitigate such potential impacts. <br /> D. The provision of adequate off-street parking, on-aite circulation, <br /> and slte access. <br /> E. Compatibility of propoaed structures and improvementa with <br /> surrouoding propertiea, including the size, height, location, <br /> aetback, and arrangemeut of all proposed buildinge and facilities, <br /> especially as they relate to light and ahadow impacta on more <br /> sensitive land uses and less inteneive zonea. <br /> F. The number, size, and location of signa, especially as they relate <br /> to more senaitive land uses. <br /> G. The landscaping, buffering, and screening of buildinga, parking, <br /> loading, and storage areas, especially as they relate to more <br /> seneitive land uses. <br /> H. The generation of nuisance irritants such as noise, smoke, dust, <br /> odor, glare, visual blight, or other undesirable impacts. <br />' I. Consistency with the goals and policiea of the Everett General <br /> Plan for the area and the land use deaignation in which the <br /> property is located. <br /> J.
