A demonstratio¢ of superior service outside the S-3 Government <br /> Service Area or [hat the downtown location will be harmful to the <br /> downtoWn core. <br /> 11. Everett is the County Seat of Snohomish Countq and is the most logical <br /> and best location for Social Security Administration. The Everett <br /> office providea service to Island County and Snohomiah County, north of <br /> Lynntirood. Included in thie area are o[her citiea in Saohomish County <br /> along Highway 2. <br /> 12• The Goverament Service Area within the B-3 zoning district includes the <br /> downtown portion of Everett. The proposed locatian, which is outeide of <br /> thie Government Service Area, is approximately one block removed from <br /> the area. A downtown facility could satisfy the need for service for <br /> the service area of the Social Security Administration. However the <br /> General Services Adminiatration (GSA), the agency in charge of the <br /> lease, did �ot receive any acceptable bids for leases on buildinga <br /> within [he Goverc�ent Service B-3 zone. The oaly bid on a building in <br /> this area was rejected becauae of the phyaical condition oi the <br /> building. <br /> 13. Baaed an 1990 census figures, withia a one mile radiva of [he propoaed <br /> site, pereone 65 or older represent approximately 23S of the total <br /> population. The population for the county of 65 or over is 9.SX. <br /> 14. The utilitiea and public services are adequate at the proposed site and <br /> would be adequate if the property were in the B-3 zone. <br /> 15. Traffic to be geaerated by the proposed use will be mitigated through <br /> the uae of SEPA policies and through the implementa[ion of the lnterim <br /> traffic mitigation ordinancea. On the subject property, pedestrian and <br /> wheelchair acceae can be improved srith inatallation of sidewalk ramps. <br /> The adjoining atreets, however, at 32nd und Colby Avenue do not have <br /> [raffic aignals. <br /> 16. Intersections within the B-3 zone have wheelchair rampa and have signals <br /> to control pedestrian traffic. There is more handicap parking in the <br /> B-3 zone than in any part of the City. <br /> 17. Be[cveen 37 and 41 parking spaces will be available on-ai[e. The <br /> Applicant indicated that 37 apaces would be used if fewer small cars are <br /> parked at the site. Thia proposed parking will be adequate to <br /> accommodate the 30 employees and the steady number of clients who will <br /> utilize the facility. Included in the parking will be handicap <br /> Par1�1n8• Parking will be similar to parking availability in the <br /> darntown B-3 Government Service Area. <br /> 18• The sub�ect property ia compatible with B-3 zone standards and <br /> atructures and is also compatible with the surrounding development. <br />
