2 <br /> Background on Matching Fund for Neighborhoods Re-Appropriation`Request <br /> The Matching Fund for Neighborhoods enables neighborhoods to seek City funds <br /> to enhance our neighborhoods, build a sense of community, and strengthen <br /> outreach and organizing efforts in areas not currently well organized, especially <br /> in South Everett. <br /> Due to staffing changes in 2002-2003, the mini-grant application cycle and <br /> process of launching the Large Project awards were delayed. Large project <br /> award recommendations were completed in late fall, 2003. Three neighborhood <br /> associations' proposals are being recommended for funding in the Large Grant <br /> category. <br /> In addition, the staffing changes contributed to under-utilization of the mini <br /> grants by un-organized or less active neighborhood groups. Therefore, we are <br /> making this request for re-appropriation of a total of $47,109 in matching funds <br /> because of staffing turnover in 2002/2003. <br /> The re-appropriation will enable Everett residents to complete the three Large <br /> Grant projects proposed in the 2003 Large Grant application cycle ($27,041). In <br /> addition, we are requesting re-appropriation of the funds from 2003 that were <br /> not spent from mini-grants ($20,068)for a total re-appropriation of $47,109. <br /> All re-appropriated funds will be placed into the Neighborhood Projects Fund to <br /> allow for: <br /> ❑ Full funding of 2003 Large Projects proposed for Bayside, Riverside <br /> and Port Gardner <br /> ❑ Development of Large projects, mini-grants and special grants for <br /> 2004 <br /> In 2004, we will be able to more effectively ensure that all neighborhoods.have <br /> an opportunity to apply and make use of matching funds to enhance our <br /> neighborhoods and strengthen ties within the community. <br /> To ensure that no further re-appropriations will be necessary, the application <br /> cycles for Large projects and mini-grants will be significantly moved up to <br /> March/April months, to enable neighborhoods to fully utilize these funds. City <br /> staff will be working to ensure that each neighborhood has time and support to <br /> make an application for a viable improvement project. <br /> 4 <br />
