, � �- �..,_� <br /> � - <br /> PLANNING DIRECTOR DETERMINA710N <br /> Review Process II#99•024 <br /> I!�:i RODUCTION: The City of Everett Planning Department has received an app�ication from Solie Funeral <br /> Home c/o Brockway Architects, 3216 Wetmore Ave, Everett, WA 98201, to construct a 960 sq.ft. crematory <br /> addition fo an existing funerai home facility located at 3301 Colby Ave. The existing funeral home facility is a non- <br /> conforming use which was established in the 1940's. Section 38 of the City's Zoning Code allows for the Planning <br /> Director to allow for the change or expansion of a non-conforming use or building, provided that the proposed use <br /> or expansion does not increase the existing non-confortnity o( the property; that the expansion complies with all <br /> other requirements of the zoning code ordinance; and that the nonconformity has been certified by the Planning <br /> Department. <br /> BACKGROUND: The property is located in the R-5 C-0, Multiple Family Fesidential/Clinic/O�ce Zone. The <br /> current zoning of the site does not provide for funeral home facilities however, the c!�rrent use of the site was <br /> esfablished prior to December 1, 1950. According to the Snohomish Counw Ass�essor's records the building was <br /> originally construcfed in 1940 and according to City of Everett building permit records the use was established in <br /> the 1940's. The existing use of the site is therefore considered legal non-conforming and has been certified by lhe <br /> Planning Department (NCU#99-004), The applicant proposes to construct a 960 sq.ft. addition to the building, <br /> which would add crematoria, services to the funeral home facility. This addition is subject to the review criteria <br /> listed in under Section 38.090 as follows: <br /> 1. The impact of traffic generated by the proposed use on the surrounding area, pedestrian cfrculat(on and <br /> pubUc safety;and the proposal's abfliry to mitigate potenNal(mpacts. <br /> Findtngs: The proposal will not oenerate any additional traffic than curtently exists at facility when in use. <br /> Conclusfons: There will be no adverse traffic impacts generated by the proposai. <br /> 2. The site has sufficient area to provide for off•street parking,landscaping and screening from adjacent uses. <br /> Findings: The City's Zoning Co.'e typically requires one parking space per each five seats in the chapel of the <br /> funeral home facility. The proposed addition will not increase the seating capacity of the chapel or reduce the <br /> existing on-site parking. No change to existirg landscaping and screening will resuit due to the proposal. <br /> Conclusions; No adverse impacts on parking, landscaping or screening is anticipated as a result of the proposal. <br /> 3. Provtdes a service to the general area. <br /> Findings: The proposal wili provide crematory services to the existing funeral tacility. <br /> Conclusions: The proposai provides a 6enefit to the community. <br /> 4. The adequacy of streets,utflities and public services to accommodate the proposed use. <br /> Findings: The site is served by existing public streets and is located on ihe comer of 33�"St�eet and Colby Avenue. <br /> There are existing utilities and public services available for the proposal. <br /> Conclusions: Adequate provisions for sccess,utilities and public services for the proposal can be accommodated. <br /> 5. Compatibilfty of the proposed use or buildfng to surrounding properties, especially as it relates to size, <br /> height, locat(on and setback of buildings. <br /> �3 <br />
