1 YY EVErte=g ORDINANCE NO. AN ORDINANCE relating to the Downtown Everett Business Improvement Area (BIA), approving the year 2004 budget. WHEREAS,The City of Everett City Council,with the passage of Ordinance No. 2097-95, established a Downtown Everett Business Improvement Area(BIA); and WHEREAS,the Downtown Everett Association (DEA)has proposed a 2004 annual budget for the BIA; and WHEREAS,the City's consultant reviewing the BIA size, assessment mode and expansion proposals has recommended that if BIA/DEA account balances are sufficient to cover the costs of maintenance and accounts payable for 2004, that those amounts be paid out of those balances and the assessments for 2004 be waived; and WHEREAS,the City of Everett City Council finds that both the City's and DEA's BIA account balances are sufficient and available to carry on costs of maintenance and accounts payable into the year 2004 without the necessity of the imposition of a 2004 BIA assessment of downtown property, and WHEREAS,the City of Everett City Council finds that the proposed year 2004 annual budget as stated above is necessary and appropriate in order to meet the objectives and purposes for which the BIA was formed. NOW,THEREFORE,THE CITY OF EVERETT DOES ORDAIN: Section 1: The year 2004 annual budget and proposed activities of the Downtown Everett Business Improvement Area, attached and made a part of this ordinance as Exhibit A, are hereby approved. The City Council deems the outstanding balances of the City BIA account and the outstanding balance of unexpended funds of the Downtown Everett Association are sufficient to cover a budget in amount and specificity for the purposes of the BIA for the year 2004.
