RIDERSHIP FARE AGREEMENT <br /> Between <br /> UNITED STATES NAVY and EVERETT TRANSIT <br /> This AGREEMENT is made and entered into this day of March, 2004 by and <br /> between United States Navy Morale, Welfare & Recreation Fund (hereinafter <br /> referred to as U.S. NAVY), and THE CITY OF EVERETT, EVERETT TRANSIT <br /> (hereinafter referred to as EVERETT TRANSIT), hereinafter collectively referred to as <br /> PARTIES. <br /> RECITALS <br /> WHEREAS, the U.S. NAVY, in its ongoing efforts to enhance the quality of life for <br /> its Sailors, desires to provide free transportation to and from recreational facilities, <br /> shopping centers, and duty stations throughout Snohomish County for all U.S. NAVY <br /> personnel; and <br /> WHEREAS, the U.S. NAVY, supports local efforts to reduce air pollution and <br /> traffic congestion, by implementing programs that will encourage their personnel to <br /> use alternative modes of transportation other than driving alone in an automobile; and <br /> WHEREAS, EVERETT TRANSIT, operates a public transit system for routed <br /> bus service, and para-transit service; and <br /> WHEREAS, EVERETT TRANSIT, as stated in its mission statement, is charged <br /> with helping "local governments manage anticipated Snohomish County growth in a <br /> manner that minimizes the negative environmental and social consequences"; and <br /> WHEREAS, EVERETT TRANSIT, through inter local agreements, has been <br /> appointed to administer the Commute Trip Reduction (CTR) Laws in the City of <br /> Everett. These laws are aimed at reducing automobile-related air pollution and traffic <br /> congestion; and <br /> WHEREAS, EVERETT TRANSIT, as directed by City Council, offers special <br /> group-fare rates to military commands located in the City of Everett; and <br /> WHEREAS, the U.S. NAVY, through the Commander, Navy Region Northwest, <br /> Morale, Welfare and Recreation Fund (MWRF), desires to enter into a contract with <br /> EVERETT TRANSIT, whereby, for a special group-rate, EVERETT TRANSIT would <br /> honor the showing of any U.S. NAVY identification card, either by active or retired U.S. <br /> NAVY personnel and their family members, as full-fare payment for rides on any <br /> EVERETT TRANSIT service. <br /> AGREEMENT <br /> NOW, THEREFORE, in consideration of covenants, conditions, performances, and <br /> promises hereinafter contained, the parties hereto agree as follows: <br /> 10 1 <br />
