10 EXHIBIT A • <br /> SCOPE OF WORK <br /> 3.0 Preparation of Environmental Documentation and Compliance (Design Manual Step 4) <br /> The purpose of this task is to prepare NEPA and SEPA compliance documents. It is assumed <br /> that environmental compliance will be fulfilled with an expanded NEPA Environmental <br /> Classification Summary AND SEPA Checklist. <br /> The Consultant will undertake the following work elements for environmental documentation: <br /> Work Element 3.1. Prepare an expanded SEPA Checklist that will include documentation <br /> concerning: <br /> • environmental justice <br /> • air quality <br /> • noise <br /> • terrestrial ecology <br /> • traffic <br /> 3.1.1. Prepare the draft checklist for City and WSDOT review. <br /> 3.1.2. Meet with City and WSDOT to obtain comments on draft checklist. <br /> 3.1.3. Prepare final checklist and submit to City. Twenty copies of the final checklist will be <br /> provided to the City. <br /> Work Element 3.2. Prepare Air Quality Analysis. The air quality analysis will be prepared as a <br /> supplement to the SEPA checklist as well as for use in the NEPA ECS. The analysis will <br /> document existing conditions, impacts of a no build alternative and opening and design year <br /> impacts for the recommended alternative. <br /> Work Element 3.3. Prepare Noise Analysis. Noise analysis will be prepared for existing <br /> conditions and opening year and design year for the recommended alternative. The analysis will <br /> include recommendations for mitigation. <br /> Work Element 3.4. Prepare a documented NEPA Environmental Classification Summary and <br /> submit to WSDOT. Twenty copies of the Environmental Classification Summary will be <br /> provided to the City. Supplemental documentation will address: <br /> • environmental justice <br /> • air quality <br /> • noise <br /> • terrestrial ecology <br /> • traffic <br /> Work Element 3.5. Prepare the project Biological Assessment for ESA compliance. Following <br /> receipt of input from NMFS, USFWS, WDFW and WDNR, a Biological Assessment (BA)will <br /> be prepared that reviews the potential impacts of this project upon listed (under ESA) threatened, <br /> endangered and candidate species that may occur in the project vicinity.
