The present condition <br /> of the improvements at 3720 Colby Av�nue consist of a single car <br /> garage with a ramp from strnet level down to the basement level � <br /> where the garage is located. Prior to the construction of the <br /> Colby Avenue Project, the driveway ramp had been constructed from <br /> the existing curbline across a certain portion of the City right- <br /> of-way into the garage. The original design of this driveway had , <br /> a 21. 58 slope. The widening of Colby Avenue decreased the curb <br /> to house dimension by 7. 5 feet. The driveway at present has a <br /> 31. 4� slope. The combination of the 10� driveway apron and the <br /> j/� slope into the garage make it very difficult to obtain a I <br /> transition which allows an automobile to pass over the .�e r»;r�` <br /> The Time Saver Standard Publication gives the average dimension <br /> of vehicles showing maximums and minimums including the front <br /> ap�roach angles , rear approach angle, and brealc over angles , <br /> clearance, the maximun and minimum widths and the wheel bases . <br /> The maximum recommended break over angle is 16.2° of�-29� . The <br /> particular driveway in question has a combined break over angle <br /> of 40 .9� which is considerably greater than the recommended <br /> maximum. <br /> Corrective alternatives liave been considered for this driveway. <br /> Solution #1 - A solution to the problem would be to write the <br /> property owner at 3720 that the City has replaced the driveway and <br /> can make no further improvement on private property and there <br /> are no legal obligations toward the ingress and egress to the <br /> driveway because due to phys�cal conditions it is not pratical t� . <br /> supply a driveway to this garage even thouqh it had been ��� <br /> prior to the improvement of Colby Avenue . <br /> Solution #2 - Contact the property owner, obtain permission to <br /> block the existing garage entrance with a concrete bulkhead, fill <br /> the driveway area and leave no garage for the property owner. i <br /> have talked briefly to the property owner here about blocking the <br /> driveway. Should this be an answer to the problem, the prop�rty <br /> owner requests that the City provide a carport as a replacement <br /> for the lost driveway. The zoning in this particular area is <br /> R-4 which requires a 5-foot side yard setback. The house on this <br /> location is built on two lots for a total of 50-foot front. The <br /> house itself is 24-feet, leaving a 10-foot side yard on the north <br /> side and a 16-foot side yard or: the south side. T�h�''s' w9uld preclude <br /> the construction of a carport of any size on the`�t�i�side. A <br /> cost estimate for filling the driveway entrance and installing a <br /> concrete bulkhead in place of the door would be: <br /> Form, •}�e and strip the entrance with concrete wall would require <br /> 1.95 cubic yards of concrete @ approximately $225 a yard or $440 . <br /> I <br />
