Since that time we have been <br /> researching and giving consideration to the issues you have raised in your letter of November 27, <br /> 1996, especiall, in respect to your argument that Mr. ]arjour has not changed the warehouse use <br /> of this property. <br /> From our review and examination of this property, it appears that it has historically been a retail <br /> operation for the sales and cleaning of carpeting and tloorcoverings. While there has been a large <br /> portion of the structure dedicated to storage and warehousing of these materials, this use has been <br /> clearly secondary to and an essential part of the retail business. I have been unable to find any <br /> records indicating use of this structure as a warehouse <br /> The office use that Mr. larjour has added to this building is a permitted use in the C-1-R Zone, as <br /> is the continuing use of TNT Sales. The storage areas are only permitted as a minor accessory use <br /> ro the permitted retail and oftice functions. Warehouses are not permitted uses in the C-1-R Zone <br /> or in the B-2 7.one, that preceded this zoning prior to 1990. <br /> Therefore we are back to the original issue of providing�arking for the offices that have been <br /> i <br /> added to the structure, and the added concern that this secondary use of the property has raised <br /> concems in the business district. This is exemplihed , by the tractor and trailer combinations that � <br /> deliver goods to the property. ln the absence of a luading dock, the regular appearance of the ! <br /> vehicles, arriving across private property, and parl:ing and unloading in a narrow alley, is seriously � <br /> jeopardizing the use of the alley. At the least I would suggest that vehicles only access this site <br /> via public right-of-way, and that deliveries be made by city vans, rather than the large semi <br /> tractors and trailers, which are inappropriate for this business location. � <br /> � <br /> CITY OF EVERETT <br /> 2930 Wetmore Avenue.
