Comprehensive Plan <br /> Finding: The Comprehensive Plan shows this area as multifamily. � <br /> I <br /> Conclusion: The granting of the variance will not adversely affect the <br /> Comprehensive Plan. <br /> BOARD ANALYSIS <br /> Parking supply has been a concern in this neighborhood, as pointed out in the <br /> applicant's Narrative Statement with Colby Manor use of the Clinic lot. Both <br /> surveys show there are available spaces �Exhibit 6 dc 7), the a�orst being 10 and the <br /> best being 37. Of the 38 clinic patients who filled out the parking questionnaires, <br /> no one had difficulties finding on-site parking. [t should be emphasized that 9 of <br /> the 12 doctors are practicing in specialized medicine and their average office hours <br /> are much less than those of family doctors. (13.7 hours per week compared to 30 <br /> hours per week for family doctors.) If the type ef doctars using the clinic was to <br /> change, this could increase parking conflicts in the area. Otherfactors that would <br /> fill the available spaces would be a decrease in parking area, an increase in services <br /> (i.e. change in doctor specialities) or increased economy. <br /> DECISION: APPROVE <br /> Approve a variance to provide 64 off-street parking spaces instead of the required <br /> 82 off-street parking spaces with the following conditions. <br /> 1. The number of doctors utilizing this clinic shall be limited to 14. Any <br /> increase above this number shall require further review and approval by the <br /> City. <br /> 2. As used today, 9 out of 12 of the doctors utilizing this clinic are in <br /> specialized areas of inedicine.
