We the appellantc propose to conctruct a 4000 square-foot addition to our present i <br /> 12,400 square-foot building at the eouth west corner of 43rd and Colby. The clty <br /> of Ewerett zoning code, section 19.40.020, requireo such buildings to prwide a <br /> parking space for every 200 squaro feet of gros� building area. The aite now hae <br /> 6U pazking spacea. With the proposed new a�iition the parking space requirement <br /> would ir_crease to 82. We request a variance allowing reduction of this number to <br /> 64. I <br /> The intent of tho code is to ensure that adequate off-street is provlded for a <br /> buildinga users. We feel that we would be in compliance w�.th the intent of the <br /> code by providing 64 off-street spaces for the following reasone: <br /> A• kAlthough the building size will be inereased by 4000 square feet, <br /> the number of doctorc will not increa�e. Two uf the twelve <br /> doctors now in the building plan to iolocate into the new space. <br /> Thare is no reason to anticipate a markec� increase in patient <br /> volume, and therefbre uo change in parking space availability <br /> should occu r.� <br /> B. Because nine of the twelve doctor/occupants are practicing in <br /> hi;hly spec.talized areas o° medicine, much of their Lime with <br /> patients and clinical procedurea is spent at local hospitals. <br /> The average, busy family doctor in this area spendo about 30 <br /> houra per week in his office. The attached list showa that tha <br /> twelve doctors in the 43i'd and Colby Medical Building apend an <br /> average of only 13.� houra per week in their offices. <br /> C. We have taken several surveys of the park?.ng at varying tlmes <br /> during businesa hours and have discovo:ed that a severe psirking <br /> problem dc�s not exist at our facility. Between January 4th and <br /> January 13th of thia year, the number of available parking spacea <br /> were counted on 16 aeparate occasious. The fewoat number of <br /> spaces available du rir,,; this survey was 24 snd the most available <br /> spacos was 38. A new survey ie being conducted this week to <br /> v8rif,y these flndinga. <br /> D. Our parkiug lot ie unfortunately frequently utilize� by people <br /> visiting the mu�sing home (Colby Manor) acro�s 43rd street and <br /> also b,y oomo ptitients of the L'verett Orthopedic & Fracture Clinic. <br /> 110 vi.goroua effort to date hae been made to police our parking lot <br /> and thus increase the availability of pa�icing spacea evon more. <br /> E. Due to so much of tho doctors time being spent away from the office <br /> building and wo��king at various hospitals in the area :rith stag- <br /> geied schedulea, St is highly unlikely that more than t,alf of them <br /> will be seeing patients in the building at an�� one time. <br /> � <br /> �cYl�bl� '� <br /> L ., <br />� <br />� <br />
