WASMINGTCN ' " �� <br /> Board of Ad,justment Heariru3 <br /> � C, <br /> Having received the Board of Ad,justment^on September 26, 1979, for the Variance <br /> Hearing on a request at the southwest corner of Colby and 43rd to provide three- <br /> fourths of the required off-street parking spaces rather than the required 81 <br /> spaces, the Public Works Department would ordinarily request a postponement <br /> of the item for an in depth review in order to supply the Board of Ad�ustment <br /> tiith a specific, supported recommendation. However, Public Works has <br /> been involved in substantial, recent parking reviews in the area that <br /> allows the Department to conclude that a month's delay or, this proposal <br /> would result in a supported strong recommendation for denial based on <br /> the following known information. <br /> 1. No special circumstances apply to this site or neighborhood <br /> that would allow non-adverse input from this Department. <br /> 2. The site is centrally located in an area heavily impacted <br /> by an existing on-street parking problem. <br /> 3. The quality of life in the neighborhood has deteriorated as ' <br /> a result of an on-street parking problem as is evidenced <br /> by i�put including petitions sent to the Traffic Engineer, <br /> Transportation Advisory Committee, and City Couneil to take <br /> action to correct the parking problem experienced by <br /> neighborhood. The current txo-hour parking restrietion resulted <br /> from the numerous alternatives considered. <br /> 4. Commonly, the Zoning Code for off-street parking requirements <br /> for clinics and professional offices has been shown to be less than <br /> or barely adequate for these uses as is evidenced by the parking <br /> problems in virtually every neighborhood containing sueh a <br /> facility. Reducing the"�`q�irement by 18 spaces�ode places an <br /> unnecessary burden on this neighborhocd. <br /> 5. The parking survey provided by the applicant does not refleet <br /> what is commonly experienced in parking studies taken by the <br /> City in those same areas. Example: Their survey shows 43rd Street, <br /> Hoyt to Rucker, as having 20 3paces and 13 of those <br /> occupi.ed. There is a mazimum of 12 leaal soaces in that bloek <br /> Their survey shows that 16 spaces exist on 43rd Street in the block <br /> ad,jacent to the proposed Clinic and further showed that 10 were full. <br /> There are 15 leaal soaces and at least 4 snaces will be lost bv <br /> proposed Clinic drivewa,�, resulting in one remaining space for <br /> overflow from the clinic. <br /> 6. The expected escalation ot growth in the area will result I� <br /> in further demand for on-street parking. <br /> 7. Assuming that their oceupancy figures are correet, there <br /> are 43 vehieles parked in 60 spaces (City's figure) leaving <br /> 17 vacant spar.es, some as far as 2 blocks away from the Clinic. <br /> These 17 vacant spaces would be required to absorb the entire <br /> overload of just the new Clinic.
