REZONE: The following findings and conclusions are based on the <br />criteria established in Section 41.160 of the Everett Municipal <br />Code: <br />1. Compatibility. Per EMC Subsection 41.160 (B) and (C), the <br />proposal must be reasonably consistent with applicable <br />provisions of the Everett General Plan and promote the best <br />long term interests of the Everett community. <br />Fines_ On October 8, 1986, the City Council adopted the <br />Residential Land Use Map of the Everett General Plan, which <br />designated the subject properties on Lots 1-8 of block 2 <br />Laurel Heights, Vol. 10 of Plats, page 54 Records of Snohomish <br />County, Washington; 1.5: "Multiple Family Residential, 10-15 <br />dwelling units per acre". This policy guideline is implemented <br />by the newly adopted zoning designation of R-3(L): "Multiple <br />Family Low Density Residential". <br />The current R-1: Single Family zone allows the siting of <br />single family detached residences with accessory uses among <br />other uses but prohibits the siting of duplex or multiple <br />family residences, while the R-3(L): Multiple Family zone <br />allows for the siting of single family, two family (duplex) <br />dwellings, and multiple family residences and accessory uses <br />among other permitted uses. <br />rnnnlnainn• The proposed eight (8) lot rezone request is <br />consistent with the policies and objectives of the Everett <br />General Plan and would result in the implementation of the <br />Multiple Family policies of the General Plan, which among <br />other objectives is to provide for areas of multiple family <br />residential use at low density in the City. The requested <br />density for lot N7 is also within the range provided for in <br />the newly adopted zoning classification of R-3(L) for the <br />subject site. <br />Granting of the requested rezone would encourage and guide <br />long term development of such low density population and land <br />use intensity into those areas of the City considered well <br />served by public infrastructure for such uses. <br />2. Public Need. The proposal must bear a substantial relation to <br />public health, safety, or welfare, and must serve public <br />convenience and necessity. <br />Finding* The rezone request also consists of a proposal to <br />construct a two family (duplex) residential building on Lot 7 <br />with potential for more dwelling units on any of the other <br />lots. The proposed R-3(L) zone also allows for the protection <br />of existing single family residences through the development <br />standards and requirements of the Everett Zoning Code. The <br />Zoning Code was adopted to promote and protect the public <br />health, safety and welfare of the City's citizens through the <br />orderly regulation of land uses in the City. <br />Pnnnlru¢inn• All site specific development proposals on any of <br />the subject lots shall be reviewed by City to ensure full <br />compliance with the adopted General Plan policies and <br />standards and requirements of the City's Zoning Code through <br />SEPA or Building permit review process as applicable. <br />With potential of increasing the city's housing stock for its <br />citizen and contingent on compliance with adopted policies, <br />standards and requirements, this proposal will provide <br />necessary and convenient community housing need and services <br />to the City at large. <br />E <br />
